In alignment with national legislation, the National and University Library (NUK) submits annual programs and a comprehensive strategic plan every five years. The Strategic Plan 2025-2029, developed through a collaborative process involving the entire library staff, addresses the changing roles of national and university libraries in an increasingly digital, interconnected, and research-driven world.
This strategy sets a clear direction for NUK as a leader in digital transformation, academic support, cultural heritage preservation, and sustainable development. Each strategic priority has been carefully selected to ensure that NUK remains a cornerstone of knowledge and innovation, responsive to the evolving needs of its users and stakeholders.
1. Accelerating Digital Transformation to Enhance Access and Preservation
In an era defined by data, AI, and automation, libraries must redefine how knowledge is curated, accessed, and preserved. NUK’s strategic commitment to advanced digital solutions, AI-driven metadata management, and large-scale digitisation will strengthen research infrastructure, democratise knowledge, and ensure the longevity of Slovenia’s cultural and academic resources.
2. Strengthening National and Cultural Identity in a Globalised World
As Slovenia’s guardian of bibliographic heritage, NUK plays a pivotal role in preserving and promoting national culture. This strategy reinforces the legal deposit framework for digital content, expands bibliographic and cultural infrastructure, and elevates Slovenia’s cultural presence internationally. In an age where cultural identity is both digitised and globalised, NUK will ensure that Slovenian heritage is preserved and recognised worldwide.
3. Reinventing Library Services to Support the Future of Academia
The role of libraries in academic ecosystems is rapidly evolving, moving beyond traditional collections toward active research facilitation and knowledge creation. NUK will redefine its support for researchers and students, develop innovative scholarly communication tools, and expand open-access initiatives. The construction of the new library building (NUK 2) is set to start in 2025. The new building, which will house the university library, will mark a transformational shift, supporting research, interdisciplinary collaboration, and lifelong learning.
4. Investing in Talent and Organisational Resilience
The success of any institution depends on its people. To remain at the forefront of information science and library innovation, NUK will invest in staff development, digital competencies, and leadership training. A forward-looking approach to workforce planning and professional growth will ensure that NUK’s experts continue to shape the future of library services and research support.
5. Leading the Green Transition in Library Management
Sustainability is no longer optional-it is imperative. As libraries shift toward digital-first models, they must also prioritise environmental responsibility. NUK’s Green Library Initiative will introduce eco-friendly infrastructure, sustainable energy solutions, and digital workflows, making it a national benchmark for sustainable cultural institutions.
6. Expanding Strategic Partnerships for Greater Impact
The future of libraries lies in collaboration and knowledge-sharing. NUK will strengthen its international alliances, research partnerships, and cross-sectoral collaborations to create a more interconnected, resource-rich academic and cultural landscape. As the world of information grows ever more complex, NUK’s ability to engage globally while serving local needs will be key to its long-term impact.
By 2029, NUK will be a leading force in knowledge accessibility, academic excellence, and cultural heritage preservation. With strategic foresight and bold innovation, this plan positions NUK as a dynamic institution that not only safeguards the past but actively builds the future of knowledge in Slovenia and beyond.
